Since 2005, Flower Mound has used Cityworks throughout the organization—in customer relations, public works (water, sanitary, storm, streets, signals, and signs), parks department, meter services, utility billing, and the fire department.
“Cityworks has provided a slew of benefits to the town,” said Nicole Dogan, GIS Manager. “Improved budgeting is at the top of the list. Cityworks’ ability to quantify work performed has allowed Flower Mound staff to identify purchasing patterns and collect the data to support better, more informed budgeting.”
Dogan described how departments now easily quantify the need for staff or materials. Previously, they did not track material or labor costs, and though a narrative of work performed was available, it was cumbersome to extract information. Because resources were ignored, the validity of budget requests was considered weak.
“Now, with a better knowledge base, predicting required funds for the coming year is much improved,” added Dogan. “With Cityworks, the ability to accurately measure resources—labor, materials, and equipment—generates a clear indication of resources needed for the next year. Cityworks has improved the effectiveness of budgeting and justifies funding for specific projects and utility maintenance.”
The GIS-centric nature of Cityworks has also improved Flower Mound’s asset (feature) maintenance. Cityworks inherently connects work performed on a particular asset directly to that asset and, in doing so, the Town’s departments are now able to easily identify lingering and/or recurring issues through the GIS. As an asset’s history shows it has been repaired multiple times, managers deduce it may be aging faster than anticipated and can schedule it for replacement before it fails. Minor repairs and scheduled maintenance have shown to be less costly than dealing with an emergency situation.
