POWER Engineers Assists Tualatin Valley Water District

Tualatin Valley Water District (TVWD), with assistance from POWER Engineers, has made a significant strategic accomplishment that reflects both its excellence in governance and commitment to best practices in the metered utility industry. Using Cityworks as a GIS-centric asset management platform, the District integrated business processes across the Automated Meter Reading (AMR) program (consumption, conservation, loss/leak control), Utility Billing (meter to cash), and asset management (infrastructure operations & maintenance, meeting customer service levels). The inter-relationship of these processes is the core of efficient and sustainable water utility management. Using a custom inspection form developed by POWER Engineers, field crews bring TVWD’s physical meter information directly to their work site. Field crews use laptops at the site to capture and maintain meter information, which, in turn, is used to update the Utility Billing and GIS systems automatically.

This accomplishment is the first in a series of phased deployments to leverage the Cityworks asset management platform and achieve TVWD stakeholders’ vision for managing its asset inventory. Primary goals of the initiative include greater authority in the field over asset information, and the creation of methods and controls that support crew participation, high standards of data integrity, high levels of up time, fast reaction times, and justified preventive maintenance. TVWD selected POWER Engineers, an Azteca Systems Platinum Business Partner, to assist with this initiative.

The Discovery and Planning stage of the project included business process analysis, project planning, mobile technology review, integration analysis, and the creation of a master implementation plan. POWER guided TVWD through this stage and then worked with TVWD IT staff on the design and development of the interfaces and custom functionality required for the initial deployment of this integrated Cityworks, GIS and Utility Billing solution.

Dale Fishback, TVWD’s Field Operations Manager states, “TVWD looked for best of breed when we sought an implementation partner. POWER Engineers with their solid and substantial track record clearly fit the bill. They provided a strong and personable technical team who listened to our objectives and helped us craft a way to an exciting new paradigm for managing information in the field.”

Steve Kerr, POWER’s Cityworks Implementation Department Manager adds: “TVWD’s unwavering commitment to best practices and solutions that provide ultimate value to its customers has resulted in a platform that puts in place both business processes and technology that can be leveraged well into the future as it navigates change in the metered utility industry.”
